Insulate at the moment the roof is opened anyway

Insulation and roof covering are often treated as separate decisions: one about energy, the other about leaks. Structurally they are two layers of the same package, and that makes the order a question of money.

Dutch consumer authority Milieu Centraal names the best moment to insulate your flat roof as the moment the covering has to be renewed anyway. The logic is that the costs you would otherwise incur twice — opening the roof, the edge finishing, the junctions to walls and penetrations, the disposal — are then incurred once.

There is also a reason not to do it the other way round. Milieu Centraal calls insulating a flat roof from the inside a bad idea because of the risk of moisture and wood rot, stating that the risk of moisture in the roof construction or mould on the ceiling is high. So anyone waiting for roof replacement while insulating "from the inside for now" is choosing the route with the greatest moisture risk.

In practice: if the covering is ageing — blisters, bare patches, loose seams — ask for one quote covering both layers at once. Covering a flat roof costs € 1,500-7,500 per roof surface and insulating from the outside € 6,000-16,000 per home; the combined work is cheaper than the sum of two separate projects.
